In 1880 the Carson City Mint did not have enough brand new dies, so they reused a couple of leftover 1879 dies, by attempting to polish off the 1879 date and punching the 1880 date. They didn't polish the 7 all of the way off, so it is still visible in the loops of the second 8. This is a popular overdate variety.
