These Brown Seal issues were an emergency measure used during the Great Depression as a means of getting more currency into circulation that was backed by government bonds.
Although over 1.5 million of these were printed for the Federal Reserve Bank of Cleveland, this is a much more elusive issue than their contemporary Green Seal (FRN) counterparts.
