This is an Uncut Sheet of 4 Crisp Uncirculated $2.00 Federal Reserve Star ★ Notes from 1976* (L-San Francisco).
The design on the back of the $2 bill - in commemoration of the United States Bicentennial - was changed to a depiction of John Trumball's oil on canvas painting titled "Declaration of Independence". This design has been used from that point onward.
An interesting fact to note is that 6 of the painting's outermost figures were removed from the bill depiction due to aesthetic considerations.
