This is not their best offering. Everything in the description is accurate. My example was 1 - 1961, 16 - 1962, 18 - 1963, and 5 - 1964. Lots of milk spots, and lots of tarnishing. But I expected this when I placed the order. My intention was an investment in Silver (Junk Metal), not for numismatic coins, (but I was hoping to get lucky). Clearly, they are silver, and they ring like cymbals. All edges are sharp, and many have a clean proof surface.

I just opened the roll of quarters, i had to run into the kitchen to get gloves, these coins are one of the best investments youll ever make, if you can get them from me..

I love proofs and I had to find out why the low rating, since I wasn't taking a chance. APMEX always stresses customer satisfaction.( I could send them back.) 39 beautiful proof Quarters and one tarnished one. I don't like tarnish either but now collectors call that "Toning" and charge xtra for it. I'm so pleased with my order & probably shouldn't right now but I can't pass up Free Shipping. I have to order something & after all I'm just buying more money!!!!
